For policy reasons, we now have decided we are unable to centrally generate DOI identifiers, so this will need to be done at the MN level with an independent contract with EZID or DataCite. Rejecting this task as we decided not to implement support at the CN -- only UUIDs. See https://redmine.dataone.org/issues/1599 for further details.
