"Submitter is by default the RightsHolder if a RightsHolder has not been specified", yet, in the schema this situation is not allowed, as RightsHolder has a cardinality of '1..1'
I think you mean to say that "the submitter is by default the RightsHolder if a +Submitter+ has not been specified"

The documentation reflects our original intention -- that Submitter be required but RightsHolder optional. When we changed RightsHolder to required, we forgot to change the definition in the docs. I will fix that with the next schema documentation pass.
