No restful way to modify the nodelist to add/remove/change access restrictions
Create a simple script (perl or java or both) to assist with initial population or subsequent changes.

Need to create a Node management client for CN administrators and others. updateNodeCapabilities implementation will be able to manage ServiceMethodRestriction elements.
