The web site needs a more attractive look and feel. Develop initial pass at header graphics, site layout, and CSS files that can be used for initial site design.

Initial design has been completed. Need to finalize for release of the site.

Reworked site with new earth and ocean color palette, and significantly simplified the header. Need to do further work on the plone properties to make certain menus and site widgets match the color theme. But looks much better.

Overall refactoring is complete so closing this ticket. Will open more explicit tickets listing remaining redesign to be accomplished.
