Description

There will be data objects that do not exist on the CN Metacat but for which we have system metdata. This system metadata must be replicated among CNs.

There is now timed replication of systemmetadata-only records. Records that have been updated since the last replication check will be replicated between hosts.
I've also created methods for forcing replication (immediately upon insert/update) but have not decided where calls to this should be made - other than the CNCore implementation for registerSystemMetadata().
Also to consider: a separate replication flag that indicates whether or not system metadata-only records should be persisted across the configured replication servers (there are options for XML and data objects, this would be a third option).

development on this is complete and soon the libclient CNCore implementation will invoke the registerSystemMetadata() method that will exercise/fully test it.
