Description
Regardless of how we decide to distribute GMN, we will probably want to set up a system to automatically create the packages, etc, from svn tags or at least a set of instructions to do so. This task covers both creating the system/docs and creating the distribution itself (since the two will be closely related).

We now create source and documentation distributions automatically with setuptools / setup.py and distribute these on PyPI. Creating a new distribution and uploading it to PyPI is as simple as updating the version number (in init.py) and running ./setup.py sdist upload, ./setup.py build_sphinx, ./setup.py upload_sphinx. The credentials for the DataONE account on PyPI are in SystemPW.
